JOB SUMMARY:

 

Plans, coordinates and performs engineering work, including reviewing various land development submittals, conducting engineering feasibility studies, performing design work for construction projects and environmental/conservation programs; performs professional level engineering planning, design and construction oversight for a variety of projects.

 

ESSENTIAL FUNCTIONS: (Essential and other important responsibilities and duties may include, but are not limited to, the following) 

  • Reviews, interprets and applies Federal, State and Local laws and regulations; determines impact to City functions and discusses impact on issues.
  • Conducts feasibility and cost studies; develops engineering solutions to problems; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
  • Participates in writing requests for proposal and contract specifications for design and construction administration services; participates in the selection of engineering consultants, contractors and administers professional services agreements.
  • Maintains liaison with various utility, governmental agency and City departmental staff; ensures that building codes and applicable permit conditions are met in assigned projects.
  • Reviews and negotiates requests for payment and change orders; tracks and documents project costs.
  • Maintains accurate records and prepares a variety of special reports letters, meeting minutes and memorandums.
  • Performs special assignments as requested, to include researching and preparing reports and project documents, developing and implementing programs, and administering state and federal grants
  • Provides information, advice, feedback or assistance to others within the division to refine work outputs or resolve problems.
  • Confers with upper management to keep them informed on key issues and progress toward objectives and to gain their support and approval; makes recommendations to assist management in making needed improvements.
  • Communicates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
  • Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Attends and participates in staff meetings.  Completes required forms and paperwork, and prepares work program and reports work progress periodically.
  • Performs GIS based utility systems database creation, manipulation, storage and display.
  • Applies engineering principles, as well as local laws and regulations, in the review of improvement plans submitted; meets with consulting engineers/property owners/developers/contractors regarding project design, construction, coordination with adjacent projects.
  • May act as supervisor for assigned staff.
  • Regular and timely attendance is required.
  • Performs related duties and responsibilities as required. 
MINIMUM QUALIFICATIONS REQUIRED:
 

Education and Experience:

  • Bachelor's degree from a four-year college or university with major course work in civil engineering or a related field.
  • Two or more years of progressively complex and responsible Construction Management  work experience to gain sufficient knowledge and familiarity with theories and principals for application to practical problems and solutions.

Licenses and Certifications:

  • Must possess a valid state driver’s license and maintain a satisfactory motor vehicle record
  • Possession of State of Nevada Professional Engineer License.  If licensed in another state, registration in the State of Nevada within one year of hire/reclassification.

Knowledge:

  • Engineering objectives, principles, procedures, standards, practices and information sources
  • Statistical analysis and mathematical concepts related to the engineering process
  • Terminology, symbols, methods, techniques and instruments used in engineering design and construction
  • Principles and practices of materials and soils analysis and grading
  • Computer applications related to the work
  • Business letter writing and the standard format for typed materials; correct business English, including spelling, grammar and punctuation
  • Record keeping principles and practices; budgeting and financial reporting for Public Works projects
  • Safety principles and practices related to the work
  • Critically review the work of technical level personnel
  • Techniques for dealing with the public in person and over the telephone
  • Public works, facility and/or building design and construction principles, methods and materials
  • Applicable laws, codes and regulations
  • Project design and management principles and techniques
  • Complex trip distribution, generation and assignment methodologies for traffic impact analysis.  Thorough understanding of Manual on Uniform Traffic Control Devices (MUTCD) and Highway Capacity Manual (HCM) concepts and applications.

Skills:

  • Planning, designing, and administering the construction of engineering projects.
  • Researching, analyzing and summarizing engineering data both manually and with computer applications.
  • Interpreting maps, plans and specifications, graphs and statistical data
  • Making engineering calculations quickly and accurately
  • Preparing technical reports, letters, memorandums, studies, and analyses
  • Establishing and maintaining effective working relationships with those contacted in the course of work.
 

Working Conditions:

  • Works in a normal office environment where there is little or no physical discomfort associated with changes in weather or discomfort associated with noise, dust, dirt and the like.
  • Working conditions are typically quiet.
  • While performing the essential functions of this job, the employee is occasionally exposed to outdoor weather conditions including extreme heat.
  • Regular and timely attendance is required.
